§ Chapter 05 — Meetings

Three minutes,
the right Wednesday.

Most of this site is about long arcs — 180 years of decisions, 200 years of inheritance. This page is about next Tuesday at 9:30 AM. Smith County Commissioners Court will be in session. They will vote on whether to form a joint commission with Van Zandt County to study solar farms, data centers, and high-capacity water wells. Three minutes at the podium is how that vote changes.

  • Zone changes consistent with Tyler Tomorrow FLUM
First test of whether the new comprehensive plan actually changes zoning outcomes.
  • Subdivision plats — typically 2–4 per meeting
Each plat either adds to the missing-middle inventory or extends single-family-only sprawl.
What to do
  • Arrive 15 minutes early; sign a speaker card.
  • If you support a missing-middle proposal, say so — pro-housing speakers are routinely outnumbered 5:1.
  • Email commissioners ahead of the meeting; written comment is logged.

  • Re-vote on Van Zandt joint commission for solar farms, data centers, high-capacity water wells
Tabled twice already (May 12, May 19). Pct 1 Comm. Christina Drewry says the commission would force state agencies to consult before approving large developments. This is the leading test of how Smith County governs growth.
  • Road & Bridge weekly project list
Where the actual sidewalk + paving dollars go.
What to do
  • If you live unincorporated Smith County, this meeting decides what gets built next to you.
  • Email Judge Neal Franklin: nfranklin@smith-county.com.

Pass-through Capital Improvement projects shape sidewalks and water for the next decade.

The actual dollars behind 'walkability' words.

§ How to be effective in three minutes

A short field guide
to showing up.

01
Be early.

Arrive 15 minutes early. Sign the speaker card before the meeting opens. Tell the secretary which agenda item.

02
Be specific.

Name the intersection, the block, the ordinance number. Vague comments get a polite nod. Specific ones get a follow-up call.

03
Be brief.

You have 3 minutes. That's about 400 words. Practice it once at home. Lead with the recommendation, not the autobiography.

04
Be back.

One comment is a data point. Three comments at three consecutive meetings is a movement. Show up again.
